Answer
When a fault leaves the platform stuck in the raised position, a person on the ground can bring it down by hand using the emergency lowering handle at the rear left. First make sure the space under the platform is empty, and push in the red emergency stop button. Then pull the handle. The manual also makes this part of the pre-use operating check: raise the platform and pull the handle to prove it works.
