Yes, within limits. The manual allows a restart with the drum up to three-quarters full. If it was full when it stopped, take some material out first. Do not let mortar set in the drum while the machine sits idle. The Mortarman can also turn a full dry load, so it is fine to blend cement and sand for a few seconds before water goes in. If the mixer ever sounds or runs oddly, stop it and keep it off until you know why.
