The manual gives one cause for an outlet that will not open: a blocked outlet guard. Unplug the mixer, undo the guard bolts, take the guard off and clean it out; refit the guard before you run the machine again. At the end of a shift, wash the tank thoroughly, but keep the pressure-washer jet away from the plug, socket and power switch. Never hammer the tank or hit it with a shovel. Dents make the mix less even and make the tank harder to clean. Before a long break, empty the tank and clean it so mortar cannot set inside.
